RX 480 Stuck in PCIe Gen1 and 300Mhz in HoloISO [SOLVED]

Hey, guys, the title says it all. The GPU usage indicator from MangoHUD seems normal. The GPU frequency only changes every so often, and it only seems to top out around 600 MHz. I have PCIe 3.0 set in the BIOS. Any help would be greatly appreciated.
