Holoiso v4.0 installer stuck in 'cant download required update' loop

I managed to install SteamOS using holoiso installer v4.0, but it gets stuck in endless loop. The first time i can select language and network connection. and it downloads a 300 Mb file that it installs. it then restarts and asks me to select language and network connection again. says it needs to install an update, and at the end it just briefly flashes that it cant find the right file and restarts. but cant get into the section where you have to log in...

Anyone who has had this problem? any suggestions on how to get out of it?

I just dont know how to execute the fix of editing the pacman.conf file. anyone know?

i've managed to resolve my issues using a later iso i've referenced above. also the link to the github issue discussion explaining what is going on and where the source of the resolution is.
